    1. Philosophy
      1. The annual Associated Students of Mt. Hood Community College (ASMHCC) student fee budget provides financing for co-curricular and athletic programs at MHCC. ASMHCC and its chartered groups must follow the depository and accounting services of the Business Office and its budgetary procedures. ASMHCC accounts will be audited periodically and the cost will be borne by the student association.
      2. It is the philosophy of the Board of Education that ASMHCC accepts the responsibility of preparing budgetary documents for presentation by the vice president of student success and enrollment management, the College president and the Board of Education.
      3. Student fees are not designed to directly support academic programs, or to fund anything prohibited in administrative regulations, Board polices or the student code of conduct.
    2. Process
      The Athletics Finance Council and co-curricular Finance Council presided over by the director of finance, serves as an advisory council on budget adoption to the ASMHCC Senate. The finance councils will comprise the following individuals:
      1. Co-curricular Finance Council:
        1. Vice president of student success and enrollment management or designee (Non-voting member)
        2. ASG Director of Finance (Student)
        3. ASG President (Student)
        4. ASG Senator (Student)
        5. Advocate Representative (Student)
        6. Forensics Representative (Student)
        7. Student Activities Board Representative (Student)
        8. Perceptions Representative (Student)
        9. Venture Representative (Student)
        10. Student radio station (Student)
      2. Athletics Finance Council:
        1. Vice president of student success and enrollment management or designee (Non-voting member)
        2. Athletic Director (Non-Voting Member)
        3. ASG Director of Finance (Student)
        4. ASG President (Student)
        5. Baseball Representative (Student)
        6. Cross Country Representative (Student)
        7. Men’s Basketball Representative (Student)
        8. Softball Representative (Student)
        9. Track Representative (Student)
        10. Volleyball Representative (Student)
        11. Women’s Basketball Representative (Student)
        12. ASG Senator (Student)
      3. Additional teams added to the athletic program at MHCC will have a seat on the Athletic Finance Council.
      4. The director of finance chairs all finance council meetings and assures that business is conducted according to the published time schedule. The vice president of student success and enrollment management or designee must communicate administrative regulations, Board policies and philosophies, ASMHCC budget history, precedents and traditions to the finance councils. The vice president of student success and enrollment management or designee is further responsible to assure a budget is recommended which accurately reflects the College’s comprehensive philosophy.
      5. The Finance Councils are responsible for reviewing budget requests and preparing a recommended, detailed student fee budget for consideration and final approval by the ASMHCC Senate. The budget process will be as follows:
        1. During fall term, co-curricular program advisers and athletic program coaches are forwarded a budget worksheet for the ensuing fiscal year. Included will be a schedule of the budget meetings, hearings and adoption dates as projected by the vice president of student success and enrollment management or designee in conjunction with the ASG director of finance;
        2. The vice president of administrative services will provide the vice president of student success and enrollment management or designee a projected income figure for the ensuing fiscal year. The director will provide the income figure to the finance committees and the advisers and coaches;
        3. By the end of fall term, co-curricular advisers and coaches will appoint a student as a representative to the finance council. Advisers and coaches will work with finance council representatives to prepare a detailed budget for their program of all anticipated financial needs. Completed worksheets will be forwarded to the vice president of student success and enrollment management or designee or athletic director. The vice president of student success and enrollment management or designee or athletic director will counsel advisers/coaches and finance council representative to be certain that the budget requests are appropriate to maintain quality programs. The athletic director then forwards the athletic budget request to the vice president of student success and enrollment management or designee for consideration by the finance council;
        4. The co-curricular and Athletic Finance Councils will meet in early January to consider and adopt initial budget figures for projected revenues and expenses;
        5. By the middle of winter term, the finance councils will prepare a detailed student fee budget that balances revenues and expenditures. The proposed ASMHCC budget will be publicized through the student newspaper and other means in addition to letters distributed directly to student group leaders and their advisers; and
        6. The ASMHCC director for finance will then conduct open budget hearings on two days allowing students to comment on the proposed budget. In early March, the ASMHCC Senate will meet to consider student comments and either send the budget back to the appropriate finance council for revisions or adopt the final budget. Once approved it is presented to the vice president of student success and enrollment management for endorsement, to the MHCC business office for proofreading and the District Board for final action.
